The incidence of recidivism connotes an affront on the reformists’ processes and procedures, which are imparted to the offender in prison settings, and indicates that the government efforts and interests have not been in a position to reform him, or to change his present criminal psyche into that of a law-abiding and responsible citizen. At a deeper level, it indicates that the offender have rejected efforts and processes for reformation, despite interventions in the prison settings and has resorted to his old ways. There are a lot of factors that impinge upon recidivism and in this essay it shall be seen in terms of the leadership training procedures that the offenders need to undertake.

For an individual, research would offer opportunities to analyze the fundamental reasons underlying recidivism. Through sound and practical support systems and avenues for therapy can increase the possibilities for a successful return for the inmates to a productive and crime-free life after release, renouncing the previous life of crime and offensive social behavior. The leadership aspects would invoke techniques by which the inmates would be given opportunities to increase their knowledge and skills and completely relieve them of existing addictions or vices, which are the root cause of the occurrences of recidivism.

When the present conditions existing, for example in a Federal prison is concerned, it is seen that large number of convictions made are for non-violent offenses. Thus, it is seen that in most cases, the prisons are overcrowded and the general inmates live in appalling conditions. Add to this, there are prisoners serving long sentences, or other prisoners who have are habitual offenders, serving frequent short terms in jail over period of time. This overcrowding has a devastating effect on the maintenance costs of the prisons as also soaring admintering costs for maintaining jail facilities. Since the emphasis was more on punitive aspects of crime control and prevention, over the years, the prison intakes began to rise sharply.” Those policies, still in effect in most states today, have resulted in overcrowded prisons, the highest incarceration rates in the world, skyrocketing corrections costs, and extreme racial and ethnic disparities.” (Warren, 2007).

Thus in prison conditions where the incarceration rates are among the largest in the world, the recidivism rates could further exacerbate the present conditions. Thus the need for drastic reduction in recidivism rates are imminent, in order to maintain proper prison management and deploy costs at manageable levels. The leadership system must be in a position to practice responsibility and change. This could be done by enforcing a continuous process of service orientate between the programs rendered in prison settings, actively participated by leadership and also linking the local community. (Gornik, P.12).

The implications for human service field as a whole

It is important that the community needs to play an active role in the field of recidivism since it is a major problem that needs immediate attention. It is seen that this research would devote attention to the human service field also by involving institutions and agencies, both in the Government, private and NGO’s in their efforts to gain maximum mileage for information gathering and data collecting techniques. In addition, the human service field would also have to consider that, punitive therapy would not work with inmates of jail settings. This is evident from the high rate of recidivism. It is important that correctional therapy and workshops, training camps, occupational orientations and sufficient inputs needs to be given to inmates, to keep them occupied and turn their minds away from criminal thoughts. The use of religious exposures and spiritual discourses to inmates would also be useful in human service field that may have therapeutic and soothing effects on the minds and behaviors of the inmates hardened by callous treatment from prison and law enforcement authorities.

Conclusion

Finally, it could also be said, “treatment programs must provide a continuity of care. Offenders in treatment also require positive support, especially from the persons closest to them: family members, friends, religious institutions, and supportive others in their communities.” (Gornik).
