Thus, such non-profit organization as the university campus is required to take into account the process of the strategic planning in the context of living conditions improvement. Originally, campus is aimed to solve numerous problems; however, this is the key one. Form the point of view of Bryson Model, the following fact should be emphasized: the identification of the strategic issues is the heart of the activity of any organization. As for the campus, the strategic aims should be the increase of the comfort, simplification of the bureaucratic system associated with registration of the students and with solving the problems of various natures. The organizational culture should be the strategic point of the high priority, consequently, with the improvement of the organizational culture, and the increase of the qualification level of the employees, the level of performance will essentially increase. It means that the creation of the basis for culture improvement will be the first step of thee planning process.
Taking into account the mental models of strategic planning by Peter Senge, it is necessary to mention the following: the self-educating organization is the key to success. This approach is aimed to influence our perceiving of the reality, and the fact is that it claims for the total change of our realization of the world. Self education in the structure of the work performed by campus is locked in the high level of bureaucratic procedures. In order to shape the way of action, management team is obliged to cooperate with each other, arrange dialogues (not discussions) and be able to self educate both personally and collectively. This self education is the key towards high cooperation level within a team and for the increase of the effectiveness of the actions, performed by the team.
DuFour & DuFour Model introduces the issue of professional learning communities, which are classified as a group of joined (cooperated), highly qualified and deeply involved educators passionately ruled by change and “ongoing action.” Professional learning communities rigorously search the means in order to involve customers and followers in the production process (in case of the campus the model offers to incorporate students and parents in the process of performing the necessary actions, o at least helping to define the necessary tendencies for the work improvement). Cultivating professional education communities has the greatest ever potential for improving organizations from within.
After defining the mission and vision, the organizations are obliged to establish value statements. These are the articulations of the attitudes, behaviors, and commitments that every group (managers, employees and customers) is prepared to reveal in order to advance toward the defined problem.” The basic building block for creating the professional learning communities is the goal which clarifies the origin and timetable of the particular steps that will be undertaken for moving the organization out of the problem.

Strategic planning offers different ways of overcoming the problems, however the central approach, which should be taken by the organization depends on the origin of the aims and goals of the organization, and the priorities, set by the performance strategy of the company.
