A framework for sustainable tourism must be developed. - The help of academic institutions and experts in the field must be obtained at every level.
- Eco-tourism has to be promoted through marketing programs.
- Cultural and Historical Tourism must be preserved to a greater extent.
- A tourist information structure needs to be set up.
- Human Rights and individual liberty has to be enhanced.
