After analyzing the causes of the slamming door problem, I can see that they can be divided into two groups: technical and psychological. Thus, in order to effectively solve the problem, people in the neighborhood should consider the nature of the reasons causing the noise and apply different measures in combination.
It is difficult to solve the problem from only one side because the above-mentioned groups of factors are tightly connected. For example, if people are asked not to slam, they might want to stop it, but their faulty lock can prevent this. That is why it is necessary to eliminate technical problems before dealing with the social part.
Among the technical solutions, an automatic door closer is the best one, as it allows to fully close the door without slamming and increases fire safety. These mechanisms “keep pace with changing regulations and consumer demands” (“The Worldwide Door Closer” para. 4). As for the social solutions, there can be such measures as kindly asking the neighbors not to slam their doors or putting special signs around the neighborhood. There can also be a stricter measure, such as imposing a fine on the people who do not replace their locks in order to reduce the level of noise.
Thus, as it was already mentioned, the application of only one type of measures can be not very effective. If people are simply asked not to slam the door without any penalty for slamming, they might ignore the request. If there is a penalty for slamming, but there is no technical opportunity to reduce the noise, people would not be able to follow the requirements. Thus, the best solution is to combine mandatory pneumatic door closer installation with a penalty for not installing it.
