Possible Better Communication in 1994 Black Hawk Shootdown Incident
Better communication does not only imply responsiveness, but absence of connotation of the messages and commands, which is the basic rule of minimum communication worked out in the military environment. Impossibility to reach consensus and establish trustful and committed relationship is explained by the inability of the Operation Provide Comfort leader to come up the responsibilities and duties imposed on the team members. In order to prevent the communication gap in future, the leader should clearly define the goals of interaction, as well as create a specific code of conduct while communicating, which an important condition for large organization of that kind.
Organizational Structure and Hierarchy in the United States Air Force Command
Although the mission was guided by an operational command officer, other responsibilities and duties have not been clearly identified. As a result, there was no direct connection between the leader of the team and its members. Lack of clear chains does not ensure distribution of responsibilities, rather; it prevents the leader from achieving the desirable goals. In order to realize the mission, it is purposeful to establish clear organizational network that would regulate transparent reporting. Leadership, therefore, was at the core of communication and team management problem.
Overcoming Technological Shortcoming in the Incident
Success of communication largely depends on efficient technological advancement. A well-organized mission should have enough financial resources for building a strong and sustainable network that will ensure consistent and dynamic accomplishment of an operation. Lack of consistency and awareness of the mission led to discouragement and irresponsible attitude to the operation. The communication gap was also predetermined by variety of channels of information transmission. Insufficient costs on surgery and fiscal climate should have been managed more properly.
Social Loafing: Pitfalls of Team Management
Effectiveness of team management depends largely on experience and leadership skills of the command officer who should have provided accurate information exchange and adequate distribution of responsibilities. This is of particular concern to other military stakeholders involved into the operation. In addition, the leader should have made their team members understand that commitment rather than competitiveness was a priority in the mission accomplishment.
Inconsistency in Mission Creating
Failure to carry out the mission consisted in the impossibility to create clear objectives. Specific emphasis should be placed on the conflict emerged between AWACS team and its co-members from F-16 division (The Tragedy and Players 1). Lack of cooperation emerged as a result of a long-term rivalry between the Air Force and the Army. In case, the mission is poorly established, the subordinates will not be encouraged to accomplish it in an accurate and efficient way.
