Introduction
Public administration currently faces critical situation in terms of the efficiency of the services provided to the population in the United States. Specifically, the public officials experience difficulties in financing and ensuring high quality services (Lan et al. 2009). As a solution, the government focuses on developing partnership between public sector and non-governmental organization to create a new organizational culture.
Purpose Statement
The purpose of this research paper is to contrast and compare the public activities of public and nonprofit organization in terms of job flexibility, performance incentives and high ethical standards.
Research Questions
- How does flexibility contribute to organizational climate created as a result of partnership between public sector and nonprofit organization?
- What is the relation between such aspects as job flexibility, organizational climate, organizational reputation and the phenomenon of the partnership?
Hypotheses
- There is a positive correlation between job flexibility, organization’s reputation, organizational climate and development of public and nonprofit partnership.
- Innovation climate of the newly created partnerships is negatively affected by job flexibility.
Research Plan
The participants of the study involve a not randomly selected group from the community with low-income level and multiple cultural and ethnical backgrounds. The number of the participants will count no less than 120 people to ensure 95 % power analysis, relying on pre- and post-test procedures outcomes. The mean difference equals to 0.5.
In order to reach the average effect size (d=0.6), the propose number of the participants will be appropriate. The intervention will be composed of cross-sectional survey to define participants’ perception of job flexibility, reputation and climate. The intervention process will start as soon as all participants provide official consent that will be received by phone or via e-mail.

Research Plan
Before an interview with 122 participants is conducted, it is necessary to analyze the existing theoretical frameworks outlining the main strategies for managing organizational issues in business partnerships between public sector and nonprofit organizations. As soon as the mains models are outline, the participants will be split into groups to define which model is the most effective one to integrate into a new organizational culture.
Further considerations will focus on the way participants understand the main aspects of public policies, as well as the common goals that nonprofit organization pursue. The participants will be selected from both spheres to define the degree of their understanding of the organizational culture to contrast them and compare.

Hypotheses
- Nonprofit organization can provide innovative techniques in managing educational institutions, social foundations, and religious groups.
- Innovation strategies are organizational shifts made in the sphere of service deliver, organizational culture and leadership.
Research Plan
The methodology embraces both qualitative and quantitative approach to answering the questions and testing the hypotheses. The participants in the study will include a convenience sample from a target, low-income community with multiple cultural and ethnic backgrounds.
The underpinnings for the qualitative research premise on conducting interviews and developing criteria according to which the participant’s answers will be evaluated. Quantitative methods will be employed in the form of a survey that will be conducted after the interview to define the correlation between demographics and participants perception of the partnership between nonprofits and public institutions.
