Introduction
The fact is that there are several methods of introducing a law. This paper will be aimed to represent the most common methods, and describe the key differences between these methods.
Taking into account the possibility of adopting some unrighteous laws, one of the bills, taken by the AZ senate will be reviewed and discussed.
Methods of Introducing Laws
To begin with it is necessary to mention that the method of introducing a law depends on the type of the law project. It is claimed that bills are generally introduced in mass media, and on the official website of the state senate. The methods, which are differentiated for the law introduction are regarded to be the general representation of the bill, with the common data, on the matters of the number of readings, the procedure of adaptation and amendment.
During the law introduction, the following types of data are represented:
- Sponsor (The name of the senator, who initiated the bill)
- Title, including the subject and the object of the bill
- Date of the first reading
- Actions, assigned by the committee of the bill implementation
- Date of the second reading
- Majority Caucus
- Minority Caucus
- Consent Calendar (McClory, 2001, p. 34)
Another method of introducing a law is in the law itself. It is claimed, that there is often the stipulation, where and when the law will be introduced, stated in the final clauses. Thus, the senators define, whether there is necessity to subject the bill to the public issuing in the mass media or whether it should be announced on air. It is necessary to mention that this method of introducing laws may be applied to any law project, bill or amendment, as TV transmission is the most public mass media, consequently, it is the most effective method of introducing laws and law projects. Discussion
The discussion will touch upon the bill HB2004 “inmates; tobacco use”. To begin with it is necessary to state the key clauses of this bill. It claims the following:
- Be responsible for the overall procedures and regulations of the department.
- Maintain and regulate all institutions and agendas within the department, entailing prisons and diagnostic centers, conservation camps, community correctional centers and such other services and programs as may be required and stated for the custody, control, correction, treatment and rehabilitation of all adult lawbreakers who are committed to the department.
- Be responsible for the regulation and observation of all community administration services, entailing those for adult lawbreakers who are liberated in accordance with law. (HB 2004, 2004)
The key claim is the following:
The director may make regulations to implement the reasons of the department and the responsibilities and powers of the director. (HB 2004, 2004)
The fact is that, this bill is rather righteous, especially in the context of the allover struggle with tobacco consumption and smoking. Moreover, the prohibition of tobacco smoking by the inmates will increase their will to leave their “cage”, and worsen the measure of punishment. This could be legal and human punishment for those who got trapped. Additionally, this would improve the health of the prisoners, and prevent health violations of non-smoking inmates. (HB 2004, 2004)
Conclusion
Finally, it is necessary to mention that the methods, required for the introduction of any law are regarded as the necessary measure for keeping citizens aware, so, there are several methods for introducing a law.
