Overall, a combination of these instruments provides possibilities for health policy and sector management and improvement. Tools should be constantly evaluated and enhanced based on the availability of evidence and data which highlight the effectiveness of these methodologies. Therefore, the policy and supporting tools should encompass performance monitoring and accountability when being developed.
