Introduction
The evolution of science and the appearance of new devices significantly impact the modern world. AI, computers, and robots are an integral part of human activity today and continue to evolve. The scope of change and digitalisation process that can be seen today preconditions the appearance of the term the Fourth Industrial Revolution which states for a fundamental change in the way communities function and relate to each other (Fourth industrial revolution, n.d.).
It can be taken as a new stage in the development of the world characterised by outstanding advances in technology, which means that the degree of alteration can be compared to industrial revolutions of the past. Today, the biological, physical, digital, and social spheres merge and result in the appearance of a completely new environment, which impacts people’s actions and behaviours.
The fourth industrial revolution impacts all aspects of modern life, including the most important ones, such as management, business, and governing. The advances in technology are broadly used by agencies and authorities to attain better outcomes and increase the effectiveness of major processes. For instance, the UAE, as one of the fast-developing states, accepts the new paradigm and tries to implement new solutions and integrate them with governmental entities (Gulf News, 2015).
The central difference between the previous generations and the current one is the reliance of computer technologies, automation of processes, and the use of AI to minimise the negative effect of human factor and attain improved outcomes (Fourth industrial revolution, n.d.). The proposed project outlines the current state of Abu Dhabi governmental entities and how they act regarding the Fourth Industrial Revolution.
Literature Review
As a fast-growing nation with outstanding opportunities for the further evolution, the UAE tries to integrate innovative strategies and relevant goals into the functioning of its government and support the development of the state (Gulf News, 2017).
For this reason, there is a UAE Strategy for the Fourth Industrial Revolution that outlines the basic spheres that should benefit from the use of technologies and steps that should be made to digitalise the most important areas of the state’s functioning (MOCAF, 2017). The given policy includes some major assumptions such as innovative education, artificial intelligence, intelligent genomic medicine, and robotic healthcare (The UAE Strategy for the Fourth Industrial Revolution, n.d.). The given milestones are selected to touch upon the critical aspects of the state’s functioning and guarantee its further evolution.
At the same time, there is also focus on the effectiveness of government. Sheikh Mohammed bin Rashid Al Maktoum introduces the fourth generation of government excellence system which is expected to affect all governmental entities of Abu Dhabi and stimulate the achievement of the new levels of excellence (MOCAF, 2015b). This incentive is considered a significant step towards the digitalisation and acceptance of the most innovative techniques that will help to replace outdated ones (Moran, 2017). The program also aims at enhancing and developing the work of the government and services in a way that meets the demands of the fourth industrial revolution (MOCAF, 2015a). All entities within this body should achieve excellence in the three main areas, such as vision, innovation, and enablers (MOCAF, 2019).
The effective work of the government is vital for the continuous evolution of the state and realisation of all incentives that are focused on the preservation of the current speed of economic and social development (Gulf News, 2019). That is why the present change is designed with the pivotal aim to ensure that policy-makers and authorities will be able to increase their performance via technologies and solutions offered by them.
In such a way, the existing literature is united in the opinion that the fourth industrial revolution causes a significant effect on all essential areas of the UAE, including its government. The current programs and strategies are focused on the introduction of new ways to cope with existing tasks and integration of innovative technologies that can guarantee the increase in performance and minimisation of mistakes caused by the human factor, which is critical for all governmental entities.
Theoretical Framework
The analysed literature contributes to the formation of a specific theoretical framework that also supports the main thesis of the paper. The research paradigm presupposes that as a fast-developing state with multiple opportunities for further growth and significant financial resources, the UAE becomes one of the states accepting the ideas of the fourth industrial revolution. The country alters its working environment to recognise innovative ideas and approaches to goal achievement.
The government of Abu Dhabi is also involved in the change process as the existing programs such as the fourth generation of government excellence system and strategy for evolution create the framework for the successful integration of technologies and their employment by policy-makers to provide them with new and more effective tools for problem-solving.
Methodology
To research the functioning of Abu Dhabi governmental entities in terms of the fourth industrial revolution, the combined methodology is recommended. First, the literature review can serve as a useful data collection tool to attain an improved understanding of the current state and planned changes. It will also help to fill all gaps in knowledge related to the discussed issue and create the theoretical framework for further discussion. The information from the literature review and other data can be processed by using qualitative methods presupposing the comparison of the current approach to the functioning and the new one.
Content analysis and surveys can be used as another data collection tool to understand the planned scope of the change and the contribution of innovative technologies to the improvement of governmental entities’ functioning. The research mythology will be focused on the investigation of how the state accepts the ideas of the fourth industrial revolution and employ them to create the basis for the next generation development.
Discussion
The acquired information and the alterations planned by the Abu Dhabi government in the sphere of technologies and leadership create the basis for the discussion. The main factors that should be analysed are the scope of the change and how it will impact the existing leadership paradigm in the state. The concepts of the fourth industrial revolution and technologies that are associated with it contribute to the formation of a new environment, and Abu Dhabi government is ready to function regarding these new conditions.
Conclusion
Altogether, the given proposal focuses on the fourth industrial revolution and its influence on the functioning of Abu Dhabi governmental entities. The offered research touches upon the existing plans towards the further digitalisation of the country and integration of innovative technologies into its most important spheres with the primary goal to attain the positive change and increase the effectiveness levels. The proposed methodology presupposes the use of the mixed approach to collect data and create the basis for the discussion vital for the formulation of conclusions.
