Introduction
The major reason for the current proposal is the issue of the noise produced by CTA trains, which interrupt the attention of the main part of the DePaul University’s students from the study. To solve this issue, I propose two steps that include the implementation of the soundproof windows in the University facilities and the use of a microphone by teachers in class. To develop the solution, I divide this paper into the objectives, details and causes of the problem, needs of solution, scopes, plan feasibility and benefits, and conclusion sections.
Objective
The memorandum presented has as its objectives the solution of the issue of the CTA trains and the presenting of the better study conditions to the students of the DePaul University. To reach both objectives, in this memorandum I suggest the ways that would improve the education quality and will demand less focusing effort from the students.
Details of the Problems
Causes
In more detail, the main cause for the issue stipulated is the location of the DePaul University facilities close to the railway lines by which the CTA trains move. The noise they produce interrupts the students’ attention, and the issue is worsened by the fact that these trains move every minute.
Need
Therefore, the need for this issue solving is evident as it will allow increasing the quality of education presented in the DePaul University and allow students to facilitate their academic performance. So, there is a need for soundproof windows implementation in the educational facilities, and a microphone-supported teachers’ delivery of their ideas in the class.
Scopes
The scope of the issue discussed is rather wide as far as the main part of the DePaul University students report their being disturbed by the noise produced by the CTA trains. While being in class their attention is minutely distracted by the CTA trains and it makes their focusing on the matter of study. Teachers are also affected as the efficiency of their work decreases, and it becomes physically difficult to deliver lectures or practical classes under the condition of the constant outside noise.
Proposed Plan Feasibility
Accordingly, the plan proposed presupposes the solution of the issues discussed in a comprehensive way. As both sides of the study process, i. e. students and teachers, are affected by the CTA trains noise issue, the solutions proposed are helpful for them both. First of all, the installation of the soundproof windows will be a rather expensive but effective step allowing the isolation of the classrooms from the outside noises, at last partially. To overcome the noise that might remain, teachers’ microphones can be used to facilitate the understanding of the study matter by the class. This step will also be helpful to teachers, even though the costs of such innovations can be substantial.
Benefits
As for the benefits of the solutions offered, they are evident as far as both students and teachers will see the improvements in their performance. The main benefit for the DePaul University students will be the opportunity to focus directly on their study but not on the minutely arrival or transition of another CTA train. Teachers will be able to ensure their students’ focus on the study and the increase of their academic performance.

Thus, the plan offered can be an effective solution to the CTA trains issue for DePaul University.
