Modern world requires from people be educated and use foreign knowledge in work. The competence in English is one of the main requirements for most employees in the world. The problem of English learning may be easily decided by means of English second language courses. The numbers of the educational establishments that offer the ESL programs increase from year to year. One of the main reasons for this is a high demand on the ESL programs in the world explained by the necessity of English awareness.

The time is chosen to be rational and nether take too much time at the educational establishment, nor be bothered with one program too long as the main aim of the evaluation is to compare as many ESL programs as possible. The results of the evaluation may be considered by different educational establishments and used to improve the quality of education. The government and the Department of Education should assign a financial support for the evaluation program as they should be interested in the qualitative educational services colleges and Universities offer in their country.
