Briefly describe the intensions of a fire and rescue management plan

Integrated risk management planning has successfully introduced reforms for Fire and Rescue services to significantly reduce the level of fire deaths. The plan provides a solid foundation for preventing, protecting, and responding to emergency cases, ensuring resilience and flexibility of the staff, managing diversity, and workforce effectively, and providing reliable governance and improvement (Fire and Rescue Service National Framework 2008-11 11). This framework involves strategic planning that discloses the outcomes delivered by Fire and Rescue Authorities. This foundation is designed to provide more effective solutions to manage the specific needs of regional and local communities, which is the basis of the governmental approach.

There are many risk management plans that have been introduced to cope with the emergency. In particular, Oxfordshire Fire and Rescue Authorities have introduced an integrated risk management action plan for a 2011-2012 period. Specifically, the plan is aimed at presenting several projects.

Hence, these action projects consist of removing the second compliance from Farringdon from the Oxfordshire Fire and Rescue Service fleet, performing the review, and starting the implementation of 2011/2012 implementation strategies from the integrated risk management framework. It also involves extending the present security measures with the help of OFRS and developing strategies ensuring prevention and protection activities (Safer and Stronger Communities Scrutiny Committee 3). In addition, the region also seeks to overcome financial and economic constraints to meet the existing needs and foster the fulfillment of the risk management plan.

Analyze risk management key objectives: Lancashire Risk Management objectives

Lancashire Combined Fire Authorities prevent services to a wide range of organizations in a constantly changing environment. At this point, services are under the threat of disruption and damages. In order to prevent this, it is imperative for the Authority to take corresponding measures to reduce this level of losses and disruptions. The local government pursues several objectives. Specifically, the policy is directed at ensuring the best practice and value achieved while managing risks, regarding the fulfillment of the regulatory and legal requirement, responding to environmental, legislative, and social changes, preventing loss, damage, and injury, and integrating risk management plan into the cultural and social background of the Authority (Risk Management Strategy n. p.).

The above-identified objectives are premised on the necessity to define the risk in accordance with the achievements of the personal and strategic goals of local organizations to evaluate the outcomes and implications for implementing the plan in the most appropriate way.

Explain why healthy industrial relations are the key to forming and sustaining a modern fire and rescue service

The Fire Brigades Union has introduced an independent organization called YouGov to poll its members concerning the government’s pension plans (Fire Brigades Union n. p). The union wants to know their opinions to implement the correspondent changes and understand their actual expectations and needs with regard to the government’s position. On whole, the organization seeks a number of health and security issues on behalf of firefighters to promote a safer environment for the employees and introduce changes to the governmental strategies (Fire Brigades Union n. p).

More importantly, FBU intends to implement shifts to existing national standards and introduce integrated risk management planning as the most tangible change. Such reforms and actions will greatly contribute to the improvement of industrial relations because all of them are aimed at creating a healthy employed environment (Fire Brigades Union n. p.).

Manchester Risk Management Plan provides the goals and directions to achieve within the organizational framework. In particular, it seeks to create a safer society for people who work and live in Greater Manchester. The plan called Your Service – Your Safety establishes the strategies for the three identified objectives that include the reduction of the impact of fire on the environment, release of possible resource to manage the community in a safer manner, and shifting the focus to prevention and protection of the region at the local level. The outcomes of the presented objectives have been successfully implemented into the list of strategies (Pickstone 7). In addition, they have become a solid platform for providing further action plans.

With regard to the first objective, Greater Manchester plans to introduce a specific initiative for the purpose of eliminating fire-related crimes. The second objective implies that the organization will introduce new operational vehicles and personnel enabling them to respond to the contingencies and ensure effective risk assessment (Pickstone 7). Finally, the third one explains the necessity to concentrate on prevention policies and deviation from intervention measures.

Effective leaders often have sense of purpose and direction when managing organizational change. Briefly describe what changes can be communicated

It should be admitted that the organizational change process is quite difficult and challenging because it imposes many duties and responsibilities on leaders, specifically when they fail to implement the changes successfully. In fact, organizational change is an inherent component of an organizational development process. It implies factors fostering changes as well as those causing them to fail. In this respect, leaders often rely on certain reasons and problems that can be eliminated with the introduction of changes (Anderson 61).

Consequently, if a leader, or a change agent, intends to implement certain changes, it is necessary to introduce an action plan, an intervention strategy toward the identified problem and provides appropriate intervention via the project management team, or an organization. The leader should realize that the intervention consists of a number of subsequent events that must be carefully combined (Anderson 175). Once these events have been identified, the leader should evaluate the resources and analyze the skills and abilities of his/her personnel.

The organizational conflict has to be managed successfully if an organization is successfully developed. Briefly discuss ways in which conflicts can be dealt with

Conflict is often a result of improper organizational and human resources management that neglect the basic needs and expectations of the employees. In contrast, a well-structured and planned organization is capable of preventing or minimizing the conflicts in the most effective way due to the highly developed infrastructure of organizational policies. Rambotham et al. state that effective conflict resolution is based on immediate reaction, consistent conflict management plan, and effective organizational development (123). More importantly, as gender, race, and cultural issues are the major reasons for conflict emergence, the organization should take those factors into the deepest consideration.

According to Sandberg, conflict is impossible to avoid because all the above-presented factors will always exist (22). In this case, the best strategy is to introduce reforms that will minimize adverse consequence while managing conflicts. Specific emphasis should be placed on effective communication, compromise, and cooperation.
