The Barangaroo Delivery Authority released a redacted version of the Project Construction Agreement with Lend Lease for the development of the Barangaroo site, prompting the inquiry that resulted in the project’s suspension. According to Liu et al. (2018), contracts worth more than $5 million must be fully disclosed as open access material, according to Sections 27 through 31 of the Government Information Public Access Act of 2009 (GIPA). The Office of Information Center (OIC) was concerned that BDA had not fully complied with its open access responsibilities under the GIPA Act since the contract had been heavily redacted. BDA first provided little justification for the redactions under the GIPA Act’s business in confidence restrictions under section 32. The OIC was concerned about how these provisions were applied and the lack of a sufficient justification for BDA’s strategy, as required by section 32(2) of the GIPA Act.
Insufficient chemical consideration containment implies that there are no effective chemical containment measures taken by the organization to minimize the risks associated. Falkner & Turnbull (2019) states that ineffective consideration does not recognize and evaluate the chemical risks present in the plant and, as a result, does not take human error and equipment failure into account, making them unsafe to live in (Smh.com.au, 2022). Barangaroo development site has for years been abandoned due to the level of chemical pollution at the multibillion-dollar construction site (Black, 2022). According to Liu (2020), groundwater seepage would start and persist wherever holes were excavated. He projected that as work on the most polluted places continues, odors from an oily, foul-smelling mixture of coal tar and water seeping into the holes will spread to nearby locations on the wind. According to Palister (2020), The site did not have a thorough containment protocol, and thus, the development site was halted, leading to heavy losses financially and in terms of assets.
Consequently, an effective strategy would identify and analyze the risks, consider the variety of potential causes and effects, and implement the necessary protections and procedures. Additionally, it would provide the Barangaroo development site with a forecast (Naidu et al., 2020). Moreover, the liability lies with the contractors and the owners who had invested billions in the structure (Gendron-Carrier et al., 2018). In the case of Barangaroo, the liability lies with Lend Lease, which intended to construct the underground parking garage, a project that would disrupt the heavily polluted neighborhood.
