Recruitment Constraints in Education
Recruitment is a critical HR process that involves several crucial stages, including attracting, assessing, and selecting the right candidates for job vacancies. There are numerous constraints that need to be addressed by HR managers. First, Rebore (2015) mentions that affirmative action is crucial in the context of public organizations and educational institutions. Complying with affirmative action laws may be challenging for HR managers; however, adhering to these laws is crucial for promoting inclusion, as mentioned in PSEL 5 (National Policy Board for Educational Administration, 2015).
Second, the public image and policies of the school district are also noteworthy limitations to hiring in the public sector (Rebore, 2015). A negative reputation of the organization or outdated policies can deter potential candidates from applying. Third, the nature of the position being filled is a crucial constraint for professionals in the field (Rebore, 2015). Every job is associated with a set of requirements, and a highly specialized role may be challenging to fill, especially if the salary and fringe benefits are not attractive.
Consequently, pay rate is also one of the central constraints to hiring. According to García and Weiss (2020), with the rise of inflation, low salaries of school educators are becoming the central barrier to children and young adults wanting to dedicate their lives to teaching. Teachers are not attracted by the salaries the schools can offer.
Religious Perspective
In the New Testament, the Apostle Paul writes in 1 Timothy 5:18, “For the Scripture says, ‘You shall not muzzle an ox when it treads out the grain,’ and, ‘The laborer deserves his wages’” (New International Version Bible, 2011). This verse demonstrates that workers need to be compensated fairly for their work. The rapidly growing cost of living requires increased wages, which schools often cannot offer. Thus, salary and fringe benefits are the central constraint to hiring.
