The political life of every country flows and develops, the government is busy with different projects, law and reforms. The health care reform is the reform which waited for its time to come into action, the necessity of the health reform was felt much before. The new President had the intentions to provide the health care reform for a long time and the Congress managed to listen to his speech and make up the decision about the new reform of the health care in the American society. The reform is percept by the society doubly, further more, most people, even the parliament members, consider the reform negatively and see more disadvantages in it than its advantages.
To consider the negative effects of the new health care reform, it is significant to provide the summary of the main changes and to overview the idea of the reform. The significant difference of the new health care program from the previous one is that people, who either cannot afford the health insurance on the work or do not work and would like to have the health insurance, will be able to buy the insurance. People will not be tied to the work and the lost of job will not be the reason to lose the insurance. This is the main strategy which is offered with the aim to develop and improve the health care system in the society (Obama’s Health Care Speech to Congress par. 7). People will not have to cope with lots of insurance polices which changing the job, what makes the job shift easier.
The main argument of Barak Obama in favor of the health reform is the following:
The problem that plagues the health care system is not just a problem of the uninsured. Those who do have insurance have never had less security and stability than they do today. More and more Americans worry that if you move, lose your job, or change your job, you’ll lose your health insurance too. More and more Americans pay their premiums, only to discover that their insurance company has dropped their coverage when they get sick, or won’t pay the full cost of care (Obama’s Health Care Speech to Congress par. 9).
Considering the main peculiarities of the new health reform, great many negative feelings has been aroused in the society. The main opposition to the reform came from the Congress and the society has actively supported the opposition to the reform. The reasons for the negative emotions are supported by the arguments and economical calculations. Furthermore, the negative effect is created not only by single small detail, the very conception of the new health care reform causes the disagreement and protest.
The first problem, which arouses in the mind, is that the main harm will be directed to the health care departments, no matter how controversial it sounds. The diagnostic department will get the biggest profit, while the others departments will have the less. This conclusion is provided out of the fee measure which is offered by Obama (Peap and Calmes par. 7). The most wanted departments will work successfully, while the others will be addressed less. The reason is in calculations of the policy assurance prices, which will be provided from the costs of the required services (Obama’s Health Care Speech to Congress par. 12)
The problem appears for the companies which provided the high cost insurances, as the taxes will be increased for them. The idea of the new health care system is to make up the flexible taxation rate and to provide the high taxation for those who offer to the workers high price polices and to lower the price for the companies who provide the cheap medical coverage (Peap and Calmes par. 5). The gradation will lead to the companies’ decisions to lower the insurance price, in order to lower the taxes that will lead to the reduction of the insurance quality. The measure which seems to be effective from the first time appears to be of negative meaning on practice.
Considering the economical value of the reform, it should be discussed the President $900 billion put for “10-year cost limit on a package that officials formerly described as likely to exceed $1 trillion” (Peap and Calmes par. 3). The arguments which are offered for the decision is that offered number helps to “avoid the sticker shock of the trillion-dollar threshold” (Peap and Calmes par. 4). The main deprecation of the Congress is that for the successful functioning of the reform more than trillion should be observed, as the lower numbers reject the President’s desire to provide the universal insurance coverage for all Americans. The supportive arguments are that the reduction of the costs will lead to the companies’ elimination of the subsidies which are the main necessity for the people who are unable to pay the whole insurance price at one. Not only will the separate individuals suffer, but also the small companies’ employees (Peap and Calmes par. 4).
Analyzing the Obama’s health care speech to Congress, it is visible that the costs for the health insurance will increase, and this will not make any profitability to people. The parallel may be provided between the health insurance and the taxes, as the insurance is the o9bligatory (in some meaning) affair, as well as taxes (Peap and Calmes par. 7).
The Obama’s health care reform has a great many of disadvantages, deficit and negative sides for some of the social layers, but at the same the reform provides some improved issues, such as the increase of the quality of the medical care, the security and stability and the lie of responsibility on people, not only on government, medical establishments and insurance companies. People will be able to regulate their insurance affairs and to follow the frames, what is the main advantage.
In conclusion, the medical care system requires for reform and the President of the United States of America has offered the plan for reformation of the medical sphere. The new project aroused a wave of negative considerations among the society and Congress, as the project is not ideal and has a lot of defects, which should be eliminated. At the same time, the reform project contains some new ideas which may improve the medical care system of the USA and make it more available for poor part of the citizens.
