Introduction
Considerations on prostitution do not subside to this day; however, there are quite a few constructive arguments for the potential development of the situation. The policy of establishing public brothels, with appropriate levels of control, and the complete suppression of private companies in a given territory, may seem that there are no pitfalls in the new direction and the possibility of collecting taxes. However, this is far from the case, as evidenced by both the cost-benefit analysis carried out in this work and the envisioned potential effects stage, which is the final step in the policy analysis methodology.
Discussion
The implementation includes steps to prepare a legislative framework for the legalization of prostitution. Firstly, all potential criminal situations, the need for connected authorities, and the initial cost plan should be worked out at this stage. Secondly, following this plan, potential pricing and taxation policies for these services should be built, which should cover the work of employees of the brothel and government costs to support this business. The opening of a brothel includes not only the design, construction, and maintenance of the building but also the involvement of medical staff for the employees of the institution and clients, law enforcement agencies to prevent any emergencies inside, and, directly, the performers of the main work. Inclusion in the headquarters of management and accounting, as in a state institution, is also mandatory. As a result, the payroll of staff, coupled with administrative costs, which, due to the specifics of the services, will be pretty diversified, constitute a unique item of the state’s variable costs for each institution.
The evaluation of several options includes the following: a high tax on this type of activity will require correspondingly high salaries for employees since their activities will be constantly associated with risk. On the other hand, low taxes on such events can cause social unrest with demands from employees in other areas to equalize rights and obligations. While keeping the income tax at the same level, it is necessary to implement fair wages, which should attract sufficient staff workers to vacancies and keep people calm. At the same time, prices for services should be affordable for the population. A line of diversified services should be developed under the activities of relevant specialists or marketers. However, in this case, the headquarters increases, and the payroll and prices will creep up accordingly, negatively affecting demand, especially in a monopoly. At the same time, these options do not consider the moral side of the issue, which is most clearly manifested precisely in the consequences of this policy.
Conclusion
Envision of potential effects speaks entirely against the introduction of such state institutions into actual practice for several reasons. First, countries where prostitution is legal, even under state control, have a higher percentage of related crime than where it is prohibited (Ma et al., 2018). Even though there are tax benefits and net profit margins that the state can unilaterally inflate and target only the middle and upper social classes, like elite casinos, the resulting costs of fighting crime and the consequences can far exceed the benefits. Secondly, the main idea of these houses undermines the moral foundations of creating a family and remaining faithful to one’s neighbor, legalizing this attitude at the state level. The emphasis on spiritual values will shift to the material, and society will decompose on the part of both sexes. Other institutions of education will enter into a natural conflict with the new state institution, leading to a split in society and, most likely, in power.
