Testing and Measurement in the Next Generation Technologies is a project aimed at incorporating various platforms for network testing and measurement for developing a general and open pan-European infrastructure. The system will include both passive and active measurement techniques via a common web services interface and ontology that permits semantic uncertainties.

Technology can assist us in our goals. Just as the use of intelligent agents has made the internet increasingly customizable, years of adaptive testing research may now be at a point where the benefits balance the costs of implementation. The efforts are encouraging as the perceived amount of testing increases. However, recommendations to better use computer-assisted technology in measurement will be a problem in the future in the area of testing.

Approximately twenty years ago suggested three uses of technology in the educational assessment that today have become general practice. First, computers have been used widely as data entry clerks for scoring tests, keeping track of students’ progress, and general data management-related testing programs. Second, computers have seen greater use as a device that provides adaptive testing where each individual is tested with different questions depending on previous responses. Although somewhat restricted in educational settings, this has been adopted more by large-scale admissions or licensure. The third use would be to use computers to develop more complex stimuli.

Measurement will be a key factor in the management of future network infrastructures, both in the plane of network equipment and also in the large spread control of the large-scale Internet infrastructure. In the future, interoperability of monitoring and data gathering capabilities can offer the maintained basis of seamless end-to-end network and service composition and function across numerous operators and business domains. In the last five years, important research initiatives appeared wide-reaching to attempt problems of Internet monitoring and data collection.

In the process of limiting to few factors and converting those into operational definitions, the totality of the concept and as a consequence the totality of the measuring instrument is likely to be threatened. The development of scientific attitude is considered as an important objective of science learning all over the world. Many teaching techniques are evolved and suggested to develop a scientific attitude. The challenge remains in the area of test and measurement of the effects of these techniques. We can say, in other words, it can be a challenge of measurement of learning of scientific attitude. This paper is aimed at making teacher educators, teachers, research students, and also NGOs in the field aware of these challenges.
