Vision

The Health Care Foundation’s (HCF) vision is to work for the creation of a healthy community by ensuring that its people are healthy (Health Care Foundation, n.d.).

Mission Statement

The mission statement for the organization is to provide leadership, advocacy, and resources that will ensure there are no barriers. Moreover, the organization seeks to ensure that the uninsured and underserved in its service area have access to quality health (Health Care Foundation, n.d.).

Types of Clients or Demographics

HCF provides grants to health safety net organizations so that they can provide affordable healthcare services to uninsured people or those on Medicaid. This demographic group totals 450,000 people residing within Metropolitan Kansas City (Health Care Foundation, n.d.). Almost a quarter-million of the population (245,000) are not insured whereas those who are under Medicaid are about 204,000 (Health Care Foundation, n.d.).

A board of directors, having 21 members and two ex-officio members, runs the organization. Sixteen of the board members have to be from the Missouri Service area and at least three have to be taxpayers within Kansas. The board constitutes committees and delegates powers and duties for them to run on its behalf (Health Care Foundation, n.d.).

The organization provides support grants to local safety net providers within Kansas City. Moreover, the organization voices out the concerns of the vulnerable who cannot afford services from private hospitals (Health Care Foundation, n.d.). There are different types of grants provided by the organization. To begin with, there are grants that promote healthy living such as those that address obesity, thus acting as preventive health care. Beneficiaries of this grant must demonstrate that they address aspects of healthy living, fitness and prevention or reduction of harmful habits for the uninsured and underserved populations. The mental health grants seek to reduce the negative effects of mental illness in the area served by HCF. Lastly, “Safety Net” health care funds are used to promote health issues such as preventing diseases as well as the active treating of diagnosed conditions. Other forms of grant financing are applicant-defined grants where a provider establishes a need for funding and initiative funding where HCF undertakes an initiative to address gaps in the overall healthcare system.

External Relationships and Affiliations

HCF relies on the support of the Community Advisory Committee (CAC) that screens new board candidates. In addition, CAC sanctions any selection of a new board member. Furthermore, it engages the community in reviewing the progress of HCF annually.

Federal Tax Structure or Ownership

Health Care Foundation is a public institution. It has no owning member and a board runs it on behalf of the people of Missouri. The institution observes any tax obligation as a public institution and qualifies for exemptions as stated in Missouri state laws.

Types of Revenue

The organization obtains its revenues from its investments and public support. Investment revenues are interest income, dividend income, and realized and unrealized gains. HCF may also have other revenues other than the above whose details are unavailable.

Percentage of Administrative Expense vs. Health Care Services Delivered

The organization uses roughly 10 percent of its annual revenue as operational expenses and the rest as program expenses. Health Care service delivery falls under the program expense of HCF.
