The Housing Right And Duties Bill
Regarding the Housing opportunities and evictions of the lessees from their housing facilities with force as a result of a third-party credit individual/institution involved in the financing of the housing.
On Housing: A Fundamental Right of The Human Being
The human being has three basic universal needs as proclaimed by the Universal Declaration of Human Rights co-sponsored and approved by this country: the right to life, the right to feed yourself, and the right to get a ‘roof over your head’. It is the intention of this bill to restore this forgotten basic human right for the American citizens and enforce it. It is also the intention of this Congress with this bill to send a message to all of them who intend to discriminate against this basic human right or that want to take advantage, of any form, from it.
Findings
The Congress finds as follows:
the present situation of housing in the United States is in a state of crisis. During the last two years, and continuing, many citizens have lost their housing and found themselves in a situation where they are unable to find alternative solutions, or find it extremely difficult to find any alternative housing solution.
This Congress finds that during the last two years the credit practices and situation of many financial institutions have been dubious and against the common good of the people of the United States. Many of these companies by bankrupting have also affected many other companies of different industries due to their credit ties. This has led that the average American family has been suffering the most from this situation.
This Congress finds that the local and federal authorities should do more in helping the citizen surpass this situation and not favor the side of corporations.
This Congress also finds that an incorrect culture that encouraged the values of spending way over the capabilities one has, is one of the major factors that influenced the coming of this crisis.
Description
The coming together of the above-mentioned factors has led to a housing crisis for middle-class American families. The main concern of this Congress is that the middle-class family is finding difficulties in getting itself out of this situation. The state and federal authorities are not doing enough the help the citizens overcome these difficulties.
- All of the credit and mortgage practices of the individuals who are unable to complete their payments are to be checked by a local authority as designated by this bill. This is to ensure that there is no abuse in taking the home of a family and that no better solution can be found.
- The credit financial institutions will be motivated not to request evictions for these families. Instead, this Congress charges the Treasury Department to find any alternative to offer these companies tax breaks or benefits of any kind in order to incentivize them regarding the non-taking of actions against these families.
- Also, this Congress finds it necessary the design and implementation of a national strategy for a country-wide campaign to change this culture of spending what you do not possess.
Source of Authority
- This bill charges the Department of Education in collaboration with the State Department for the designing and implementation of the national strategy discussed above. The local state authorities are also to make the necessary preparations regarding this issue and offer their full collaboration.
- This Congress also charges the Treasury Department to find the incentives for the companies in order to avoid the evictions of the families in difficulties. The local state authorities are also encouraged to offer their support and help in providing the Treasury Department with all the necessary requirements in order to safeguard the future of these American families.
- This Congress will form a special committee that will have the duty to oversight the implementation of the requirements of this bill. Furthermore, the federal authorities designated to fulfill the different duties mentioned above are to make regular appearances and reports to this committee. The work of the committee will be presented in a special session of Congress where all of the members can debate the issue.
Effective Date
This Congress finds this bill to be of an emergency situation and thus it will come into force immediately.
