The leader has to be able to underline the essence of the existing problem and attract required resources and attention of the authorities (Homan, 2016). One of the examples might be the presence of the high levels of poverty due to the increased unemployment rate in the community or significant level of pollution in the distant regions of the country. The government does not pay vehement attention to these matters due to their presence on the local scale and lack of priority on the national level.

As for the problems on the international level, the presence of diverse approaches such universalism and imperialism creates the confusion in the decision-making (Gray, 2005). In turn, the collaboration and information sharing might be one of the solutions (Jones, 2012). In turn, the crucial ethical issue, which can take place at the international; level, is the inability to consider and assess the opinions of the representatives of the various nations. In this instance, this problem might occur unintentionally due to the dissimilar ideas about the same matters. A collaboration is a critical aspect while addressing this problem, as people should understand profoundly that they are the part of the complicated system. Nonetheless, the ethical issues related to the discrimination is the most common problem, which takes place at national and international levels. Nevertheless, collaboration can be considered as the crucial solution to this issue due to the essentiality of integration in the modern society.

Guidelines of the Code of Ethics

Lastly, ACA Code of Ethics is the most suitable approach for determining the sufficient guidelines, which will help eliminate the problem. “Developmental and cultural sensitivity” could be one of the potential guidelines, which will help avoid discrimination on national and international levels due to the necessity of the counsellor to distinguish between appropriate and inappropriate information while interacting with the representative of the social or cultural group (American Counselling Association, 2014, p. 4). Ethical education of the service professionals will help avoid misunderstandings while finding a suitable solution to the social problem and delivering the message to the authorities.

In turn, “Non-discrimination” is also highlighted in the guidelines, as it violates the rights of the individuals and questions the ethical education of the counsellor (American Counselling Association, 2014, p. 9).
