Introduction

Hence, it is stated that the system may be used for locating the possible locations of storehouses, secret addresses, etc.

The importance of the selected topic is generally defined by the statement that tracking and wireless technologies are at the dead-end of their development. Cognitive radios are aimed at overcoming this dead end, by widening the horizons of wireless tracking. As for the realities of contemporary technological development, the article is aimed at emphasizing that the demand in using wireless technologies is increasing intensively, however, the opportunities of the IT sphere are not sufficient for creating the proper and reliable tracking system. Hence, Arslan and Yarkand emphasize that the reliable tracking system requires the development of software-designed radio, as the IT base will be able to provide the necessary opportunities for developing the Cognitive Radio systems.
The key advantage of this system is explained by the multi-dimensional approach towards tracking and cognition of the surrounding atmosphere. The dimensions and parameters may be adjusted by the necessities of the organization that performs tracking, and the aims of the tracking in general. Dimensions of Cognitive Radio tracking depend on the prioritized directions of cognition development, as while the system may be perfect for tracking the location, there may be numerous drawbacks in tracking the noise and sound surrounding. Additional options will require additional devices or analysis components, which excludes the opportunity of creating cheap, effective, and universal devices. Moreover, various analysis components of the device will inevitably interfere with the work of each other.

It is emphasized that wireless technologies are comfortable, universal, require minimal resources, nevertheless, they have essential drawbacks. These technologies may be used in navigation, research of the environment of mobile objects, and the spheres of the application of these technologies are numerous. As for the criminal sphere, it should be emphasized that the actual importance of mobile wireless tracking can not be overestimated, as criminal elements, and vehicles that belong to them should be located independently on the surrounding circumstances. The only demerit of these systems (potentially), is the high dependability on the radio signal transmission. Hence, in a location where radio transmission may be complicated, or if the coupling system is damaged, the entire device becomes a useless piece of electronic schemes.
As for the perspective of adaptive systems, it should be emphasized that the importance of adaptability is highly doubted, as this will require additional energy consumption as well as additional computing capacities associated with the necessity to search for optimal adaptive parameters. Hence, this will be an additional weak link in the system, as it may violate the invisibility of the device, as well as interrupt signal transmission if parameters change unexpectedly. These are the potential improvement parameters, however, it should be emphasized that Cognitive and Adaptive radio technology has numerous “infant deceases” that should be cured at first turn. Otherwise, further development will be impossible. The authors, unfortunately, do not point out this aspect.

Finally, it should be emphasized that the actual importance of these wireless systems for criminal tracking devices is of high importance, as tracking requires the implementation of not only satellite tracking, as these systems do not offer 100% reliability. Hence, those bodies that require the opportunity of tracking should have additional insuring devices and technologies.
