Introduction
The creation of integrated systems of management became the subject of interest with the developments of systems corresponding to the requirements of international standards, official and which became official de facto. Among such systems are the ISO 9000 series standards, related to quality management systems, the 14000 series, and related to the environmental management, and Occupational Health and Safety Assessment Series (OHSAS) standards. The tendency for standardization and integration is reflected through the compliance to certain requirements, the benefits of which can be seen through the provision of greater conformity within an organization, its effectiveness, and the overall efforts of developing separate systems of management. In that regard, the present paper provides a proposal an overview of the possibility of integrating the Quality, Environmental, and Health & Safety management practices within the police department of Abu Dhabi, United Arab Emirates (UAE).
Main body
The present situation in the aforementioned organization implies a general approach toward covering the aspects of quality, environment protection, health and safety. In that regard, the proposal wills overview the frameworks through which the current initiations in the organization are operated. This includes the general approach in Abu Dhabi to the management of the environmental issues, health and safety issue, and quality. The general approach will outline the related sectors in which these management practices can be integrated and their compliance with the mission statement of the organization.
The possibility of the integration of the management practices will be reviewed based on the key issues due to consideration in such integration. The key issues include the linkages between the requirements of each practice, the reasons for integration, the main area of interest of the organization, i.e. quality, environment, or health & safety, and issues related to training. In regard, of the latter, a list of subtopics that will be addressed covers such aspects as the support of the management, the methodologies of training, the requirement and the resources. Generally, the main approach will outline the reasonability of the integration against the current management practices of Abu Dhabi police department.
The general strategy of the implementation will imply listing the organizations procedures, related to all the areas of the integration, which comply or should comply with the requirements of the proposed standards for integration. The objects of standardization will be listed as well as the corresponding sections in each standard for integration, in order to show the compliance between them. The standards which will be chosen as the base should correspond to the principles of general management. In this case the proposed standards are ISO 9001:2008, occupational health and safety standards and ISO 14001. The benefits of such program will be assessed based on a review of the general findings of reports and studies, which can be directly linked to the sphere of competencies of the police department. Generally, the potential benefits might include strong environmental, health and safety awareness, reducing efforts duplication, and providing the big picture of the organization’s performance.
Conclusion
It can be seen that the integration of the management practices can be a vital step toward the unifying the general management principles of organizations. In that regard, the divergence of organizations and their purposes, missions and methods of operations enforces an individual approach toward integrating their management practices, rather than complying with a single international standard.
