One of the most serious problems of modern political society is the threat of terrorism, which, due to globalization, requires the unification of the international community. Globalization gives terrorism a transnational character, so this phenomenon occurs all over the world. For the first time, the goals of international criminal policy in the field of combating terrorism were adopted on September 8, 2006 (Hettiarachchi, 2018). The document was signed during a meeting of the UN General Assembly, one of the current issues of which was the development of a Global Counter-Terrorism Strategy.
The issue is a threat and resources are needed because terrorism is a disease. Al-Qaeda, al-Shabaab and HAMAS are terrorist groups that are devastating to society and international security. The actions of the militants are always sudden, cruel and inhumane. For example, a terrible event that caused the death of 202 people occurred on October 12, 2002 (Hettiarachchi, 2018). Two powerful explosions thundered at the popular resort of Kuta Beach on the island of Bali. On November 26, 2008, an incredibly audacious act of terrorism was committed again (Hettiarachchi, 2018). Several young men armed with grenades started shooting at innocent people.
The threat of international terrorism should be examined closely and money and time should be committed to it due to the increasing danger of the issue. Previously, terrorism existed mainly in the form of isolated attempts on heads of State, Governments and high-ranking officials. Now the situation has changed dramatically. Terrorism cannot be defeated by even the most powerful country. The need to consolidate efforts to combat terrorism is obvious; therefore, it is necessary to allocate funding for further steps to solve this problem.
