What role should Human Resource outsourcing play in your organization, and how does and should that relate to strategic Human Resource Management in the U.S Army?
Human Resource Management is an organized management any institution’s most valued asset which is its employees. Its functions involve the recruitment, management and direction of the people in that institution for maximum potential realization and achievement of the institutional objectives and most principally profit making. It is a practice involving recruitment and firing of employees, pay roll administration including provision of check, payment of taxes, vacations and dealing with insurance of employees, employee benefits, risk management safety inspection and many other responsibilities (Charles J, Fornbrun, Noel M.Tichy, Mercy N.Devanna, 1984).
Human Resource outsourcing is the employment of staff from foreign states and countries to make the organization focus on key competencies and to provide reasonable relief from many employer related responsibilities so as to concentrate on competitive strategic advantage. Outsourcing is also a strategic solution to utilize the readily available qualified staff at comparatively manageable costs (Frank J.Casale, 2008).
My reference organization is the U.S Army. The United States Army is a military organization and supports the National Security and Defense Strategies. It is also the most ancient (1775) branch of the U.S Armed Forces of the seven uniformed forces. The United States stands out as a dedicated super power and plays a very important role of safeguarding world peace and security. This responsibility is undertaken due to the increase in global insecurity and production of weapons of mass destruction by rogue nations and terrorists with military and destructive retaliation intent (J.Hoge, 2006).
Top of the U.S National Security Strategy includes the following: Maintaining the U.S preeminence within its area of operation including provision of homeland security, Defeating Global terrorism in partnership with the countries of similar security policies and will, Defusing Regional conflicts and ensuring that peace prevails while protecting human rights, Prevention of threats of weapons of mass destruction and development of Cooperative Action with the main Global centers of power.(Lynn E.Davis and Jeremy Shapiro) The U.S being the only Super power has a huge responsibility now than ever before because of global security threat. In its bid to tame this gradually increasing threat, it has opened military training and operation bases in many countries especially the in the war and terrorist prone Middle East and poor African countries (Leading Change U.S Army Review, 2007).
The global challenge of a super power against a large scattered number of insurgents has led to the necessity to outsource Human Resources to counter this threat and to ensure that it does not compromise its National Security and Foreign Affairs Policies. (Moore, Michael L.2007). The U.S Army has used human resource outsourcing as a smart strategic solution to time management, risk reduction, saving money by automatic pay roll, increased satisfaction and retention of foreign or outsourced labour.Strategically the U.S Army engages more human resource outsourcing especially in times of war, disasters, and relief provision besides promulgating their security policies. The U.S Army has managed to retain qualified staff from foreign countries who either went to study or job search ventures besides national lottery promises of the country making one of the most sought after states for outsourcing. The U.S Army strategically outsourcers to maintain its large force and to develop international relations with the countries of origin of the outsourced labor by giving grants and loans in return (CAPITOLA, 2008).
