Signing contracts should be the main consideration of employers and employees when they start working together. The contract is the document, where employers and employees state the conditions under which they are doing to continue their further business relations. There some cases when employers do not want to sign contract and the employees do not insist. In this case we are talking about illegal labor.

The problem in the United States is dealing with employers who use illegal employees. Immigration is a problem which is under the government consideration. It is very convenient for employers to hire illegally immigrated employees from the point of view of taxes, but government tries to liquidate this problem.

There are a lot of measures which government can use to find and punish irresponsible employers. The Department of Homeland Security takes the solving of this problem under their responsibility. The main steps, which have been used to prevent this problem, are raids on workplaces. The workplace is the only place where government structures can catch illegal employees and their employers red-handed.

The government will take into consideration their past mistakes and develop the process in order it is to be more effective. The officials want to make the arrests of illegal employees as a part of the criminal cases against employers. The article under consideration gives us the statistics, according to which “6,000 people were arrested in workplace immigration raids across the country” (Thompson), 135 of them were only employers or managers.

It is impossible to cope with problem, dealing only with the results. The main consideration of present government is to punish agents, who supply the employers with employees. “Enforcement efforts focused on employers, better target the root causes of illegal immigration” says The New York Times. So, the officials are going to look for some methods to catch the agents of illegal labor.

After considering the problem of why it is so difficult to catch the illegal workers employers, we are going to answer the question why it is so important to catch them. It is very difficult to catch employers who use illegal labor because there is no any information about them in audits of employer records, the employers and employees do not sign any contracts. There is a vision that this person does not work in the enterprise, office or other establishment. As a result there is no any taxes and in payments into country financial system.

The problem of contract signing appears very frequently. Employers want to hide some sum of money and do not hurry to establish the official relations with employees. The other functions of the contract are to establish rights and duties between employers and employees and to guarantee stability and predictability to employees. These are not always the considerations of employers. No contract, no responsibility.

The other problem that sometimes employers do not know that the people they are been sent by agents are immigrants with false documents. In this case the contracts are signed but their legality is under the question.

In sum, the problem of signing contracts between employers and employees should the main consideration of both sides. The employees guarantee their rights and duties, and employers do not afraid to be punished for using illegal labor.
