Sulla did several things to offend the Roman people and the senate. First of all, he slaughtered many prominent Roman citizens without showing any mercy to people who could be innocent (Plutarch 30, p. 328). Secondly, he declared himself to be a dictator, and such a proclamation contradicted the values of Romans (Plutarch 33, pg. 329). Additionally, Sulla intruded into the private lives of people, for instance, he forced many women to marry his favorites (Plutarch 33, pg. 33).
