Introduction
It is known that government restructuring and modernization cannot be conducted without taking into account the advances in information and communication technologies. Information and communication technology assist in service delivery to users, planning activities, coordination, and control. Information and communication technology allows for quick and efficient processing of data and for taking decisions relating to any project. Information and communication technologies provide for strategic management by objectives of human resources, the rationalization of expenditure and the whole budget, rapid communication and information exchange, transparency and efficiency, and knowledge sharing within government institutions. The information technology manager plays an important role in ensuring plans in this area relating to a variety of applications, in particular connectivity and network establishment; databases, portals, and internet sites; security, reliability, and confidentiality of data and training in the use and management of electronic services are carried out properly.
The main aim of e-administration
The time of power and service centralization and concentration has gone by and governments are struggling to decentralize. E- Administration assists in decentralization, de-concentration, and responsibility delegation to the grassroots. The point here is to carry on examining the best approaches that would lead to a balanced and equitable division between central and local institutions. Activities to be carried out will hover around questions of utmost importance such as service and institution capacity strengthening at the local level; funding of decentralization; sharing human and financial resources; local fiscal system and local revenue management; promotion of local development; collaboration and partnership between local governments within the same country and with foreign countries. The question that arises is how the efficiency of the Information Technology managers affects government funding and government funds.
The main aim of e-administration projects is to rising citizens’ satisfaction with government services, to ensure there is a co-operation between the administrative function of the arms of the government, to ensure there is co-operation between the government and enterprises, research institutions, civil societies, non-governmental organizations, universities, and international communities. Another important function of e-administration is to ensure there is divided knowledge and the necessity of knowledge management.
In measuring the success of an information technology manager, one considers several issues. His efficiency will measure using how he carries out the following activities: (1.) Research and development related to IST; he should be able to develop a good system that is well researched on the government issues and the future planned development. The system should be able (2.) Organization and management of various Research & Development projects: through the system he should help the finance department to monitor the use of the resources. (3.) Developing a training program – including e-learning, materials, and methodologies. (4) He should help in web development and design that is user-friendly for the management of projects. (5,) he should be able to act as a consultant to various project managers on issues of Information technology, (6) He should assist in dissemination and demonstration activities relating to the project and how it should be managed using e-administration. (7) Implementation of technology transfer and innovation chain management within the project. (8) To define the requirements of e-government and regional development connected to collaborative work and networked organizations, (9)to collect experiences, methodologies, and software solutions from results of virtual organization projects, which can be conformed to the requirements mentioned above, (10) To analyze the conformity level, adaptation and development necessity of the collected experience, methodologies and software to become usable for e-government and regional development (11) to develop a pilot system including software application for collaborative work in the e-government and regional development (12) assist in the dissemination and exploitation of project results on the issues of Information Technology.
Contribution of Information technology manager to the usage of government finances
The information manager has many contributions to make in ensuring there is the reconciliation of strategies and the finance employed. For him to be able to develop a system that assists in the attaining of the objectives he must participate in the elaboration of project plans, participate in the requirements’ definition of e-administration development and related networks, participate in the collection of experiences, methodologies, and software solutions analyzing the conformity of the system and development of methodologies and software to become usable for e-administration.
Conclusion
So, the information technology manager of an e-administration for projects can be a source of success of the project or act as a failing agent of the project. His success will be seen when the resource is used properly and there is sharing of information without much problem.
