The new rule that is being advocated for is concerned with parking regulations and traffic control in the city. The new rule is to ensure that parking is made efficient both for the motorists and other persons around the city. Through the new policy, people will be able to work efficiently following the reduction of traffic congestion thus creating more space for free movement. The new policy states that; there will be need to ensure that cars are parked according to their space limitation regulations. This will have the effect of maximizing space as well as improving transportation within the city. The policy will seek to ensure that there is more space, free and fast movement as a result of its implementation (Bezanson, 1994).
The law of parking in particular is a law that will help in management of space in the city. There will be no unnecessary parking since there will be a new and well defined law that will help in guiding motorists on ways of keeping it in mind and following it accordingly. The management that is involved in the collection of parking fee for example The City Council, will know of proper ways on how to collect the fee. The transport fee being paid within the city has to lower to avoid many vehicles entering the city especially fee imposed on vehicles operating within the city (Bezanson, 1994).
In turn this law will have a positive effect on individuals namely motorists where by they will be expected to park in a more proper and well organized parking point and with caution. There will be city council managing the parking and so less breaking of the parking laws will be found in the city. Also the security will be tighter since the controlling of the vehicles in and out of the city will be well organized by the municipal council. Vehicles in parking’s will be less making it easy to control and maintain security in the city (Urmenyi, 2011). Parking fee collection will be made easier by these new laws. The municipal council will work effectively with motorists and people in the city making business flow in the city more convenient.
The traffic policy that is to be implemented has undergone analysis in regards to the current law system. This has ensured that the law stays within the boundaries that have been set by previous laws. Some of the important considerations were made in regards to the city’s constitution, the freedom rights of the people as well as the fundamental rights set forth through the constitution (Ruane,. 2010). There are some parking lanes with signs that will not comply to laws that are to be introduced in regards to parking in the city, and there are some that were not implemented and may comply if applied. One of the sign that must be used in order make the parking laws more reliable both to motorists and pedestrians is the specified areas. Ensuring that people stay and use space that is set aside for them and vehicles are in their rightful place is one of the ways through which the issue of space can be managed. Mostly in some areas the cars and busses mix together making it hard to control the traffic in the city. Therefore, these new laws must be implemented in order to have less traffic in the city where by unless you are driving a public bus, you are not allowed to use a particular lane (Buchanan & Victoria Law Foundation, 2007).
The other sign is the Taxi Zones. Areas designated as taxi parking lots often get invaded by other motorists making it hard for the City Council to control traffic or for the taxi business to operate smoothly. This increases insecurity in the city, slow business for taxi operators, traffic congestion and havoc in the city. This laws will also ensure that footpaths are not to used as parking lots and since there are no such signs as No Parking on Footpaths, these laws will ensure that such important sign are put up to enhance pedestrians safety.
These new laws and policies will also advocate for free parking lots with time limitations, where people can park for free for a few minutes. This will improve space options for motorists in the city. Motorists will be encouraged to go about their small businesses around the city without fear of incurring huge parking fees for a few minutes within a particular parking spot. (Buchanan & Victoria Law Foundation, 2007).
The identification of the general concepts governing laws that govern this policy are the defining principle through which this law will be established. The law was established in a manner that ensures there is no conflict with the laws that have already been set for the parking and space improvement within the city. There are some ripple effects but the policy has maintained its course. The policy has sought to improve the laws that were currently installed to ensure that parking is made better and safer. Space improvement is achievable through efficient parking system modification (Chemerinsky, 2009).
