Introduction

What are the problems of persuading the global south to join in the environmental protection regimes? Many governments protect their environments for various reasons, one of these is to preserve the endangered species and the other is for tourist attraction. The Canadian government has been somehow reluctant to deal with environmental issues, as they should. The environment provides the wild animals with their habitats so when the environment is not protected for example when trees are out and bushes are cleared, we destroy the natural homes of these animals plus we destroy plants that are on the verge of becoming extinct. I will limit my scope to look at the problems that hinder the global south from joining others in protecting the environment.

Convincing the south regime to join

It has been argued that the federal government is not playing its part in protecting the environment. It has been accused of failing to pass the required legislation that would protect the endangered species but this has been challenged because in Canada there are there laws, which are similar to those that are used in America, so this position is not true. The truth is that the legislation that is there is like in the USA only applies to the federal land but does not extend to the state lands. (Fraser Institute).

Another reason that has contributed to making the south regimes not join hands in protecting the endangered species is the lack of clarity on the part of these federal laws. The federal land included also the two hundred miles in the ocean. This legislation left some loopholes as it made it clear that the rules such as against killing, willful owning animals, harassing, taking, or injuring wild animals were subject to be reviewed.

Though the federal government has been accused of failing to pass Bill-65, the endangered species act, this proposed legislation lacked reinforcement and was too week to be in full force. There are those whose livelihood depends on hunting these rare wild animals thus they cannot support such legislation that would prevent them from doing that. (Fraser Institute)

The southern states think it is very costly to pass legislation and to reinforce it. The federal government is also claiming that it is costly to establish new parks, restore the old ones, and maintain them. The liberals who do not see the need of having the endangered species act passed shot it down when it was introduced. There is also a conflict of interest; this is because the approach that is used in protecting wildlife is insensitive to farmers’ needs. Many farmers and ranch owners found much legislation as harsh to them as it threatens their property rights. Thus, this affects the non-profitable organizations, which seek to protect these endangered species at the affected farmers refuse to cooperate, as this would mean losing their land. (Nature Canada)

Another reason that makes it impossible is that if the government increases its expenditure on environmental conservation, this would put a strain on the private donor who pays taxes. People would less willingly pay taxes or make donations to these charities.

Also, there is this misunderstanding that the amount that the much the federal government would use in making new regulations and reinforcing these legislations would otherwise be been used directly in improving the lands or on other managerial practices. Conclusion

In short, because of these above-mentioned reasons, it becomes very hard to convince the south regime to join others in protecting the environment preserving the environment is of prime importance and should not be ignored.
