The order of events in the making of any law in the United States of America entails a procedure involving the raising of the statement of interest which the proposer wishes to be made a law to the acceptance and signing of a bill by the president into alaw.The procedure entails 9 steps. The proposal is made by a member of the congress and it may take the form of a bill, a simple, concurrent or joint resolution. A bill is the most preferred. It’s then considered by the speakers’ appointed committee that discusses and takes action. On meeting the merit the bill is then send to the House of Representatives for a consideration. On consideration the bill is voted on by both the senate and the house before it’s send to the president who may sign it into law, make it a law without signing, veto and perhaps send it to the senate or alternatively pocket veto the bill towards the end of a session (United States House of Representatives).
What A Legislator’s Vote Should Represent
The people vote for the legislators and the legislators being in the house is determined by the peoples’ vote.once voted the legislators should ensure that the people’s interests are fully met. The interests of the state are equally important and if they are to come first then the voting process is not necessary. Many legislators have previously failed to address issues affecting the people who voted them in to the house. it is impossible for the peoples’ interests to be met without the involvement of the state and legislators are thus expected to present the people’s pleas to the state for action to be taken The process of decision making with regard to a representative government should not be a secret unless it’s matter of national security especially with increased cases of terrorism. Since once in the house any member can propose a bill, it’s possible to have legislators speaking for their states or districts.
Functions Of The Congress
Of all the responsibilities of the congress law making is the most important since it’s impossible for a government to function without a system of laws. The process of law making entails the making of decisions. Other functions of the congress include; provision of education for its people where it’s the responsibility of the congress to ensure that the general public is well educated and informed of various issues of great concern including the use and abuse of drugs, terrorism and disease out break treatment and management that is achieved through public forums. The congress has the obligation to fully represent the people of America in the house and to resolve conflicts affecting the country alongside ensuring national defense. It’s empowered by the constitution to oversee all monetary and budgetary issues which involves planning for the expenditure of government funds and the collection of government revenue in form of taxes.

The eight years of Bush administration had very negative implication on the republicans in the 2008 elections. Many candidates had the fear of not meeting the merit since voters expect change just incase a previous party or candidate failed to meet their expectations. So far seats keep shifting from republicans to democrats or the reverse based on the well being of the party on which a candidate is voted and the efficiency of his/her campaign strategy. It’s such a challenge to attain a house of representatives with equal party representation. Most occasions have had unequal party representation with either more democrats or more republicans, currently the Obama administration has more democrats than republicans based on the efficiency of the campaign and the voter’s preference. Wining a seat is determined by the candidates’ ability to win more voters and it’s very competitive such that the winner may takes it all or leave a very small fraction of the votes for the opponent Equal representation will call for increased competition (Holbrook, 24).
To predict the outcome of an election opinion polls may be used to ascertain the dominances or position of a particular party and may be strategize towards winning. It’s no rule that they should be equal representation not unless the constitution passes it.
