Abstract
The paper has outlined ABC’s strategy for addressing a request for proposals from the government of the Republic of Cyprus. ABC is planning to invest in various projects in the Republic of Cyprus. However, it does not desire to lose money; thus, it aims to limit unnecessary costs through a portfolio strategy. The plan is finalized promptly while maintaining the project’s scope and within budget limits. The next step it has taken is to identify the number of resources in its possession and manage them. Lastly, it involves all the key stakeholders in the risk management plan and activities.
Introduction
Since ABC is one of the most well-known providers of project management services in the Republic of Cyprus, it is known how important this time of year may be for the people who make their homes in that nation. The company consists of individuals who are confident that a partnership with the Republic of Cyprus would significantly influence both the level of satisfaction that the customers feel and the amount of money brought in. As a result, ABC has aimed to partner with organizations such as the Eastern Caribbean Bank and overseas constructors, amongst others.
As a result of the growing prevalence of different socioeconomic problem issues, it is becoming increasingly important to provide residents with a solution based on the most recent information and capabilities. In addition, it will highlight numerous initiatives that ABC has implemented to assist the people in the Republic of Cyprus. Some of the programs include building an international airport serving ten million passengers annually, developing a telecommunications network serving one million people, and constructing three bridges of 200, 300, and 400 meters in length. These can be described as great projects that show the willingness to invest in the community for their gain and that of others, which is commendable in corporate social responsibility. This essay’s primary goal is to explain how ABC intends to react to a call for proposals that the government of the Republic of Cyprus released.
Portfolio Strategy
ABC is responsible for making sure the project is finished on schedule, within budget, and without sacrificing the quality of the work. This is achievable by providing the Republic of Cyprus with assistance in acquiring additional technical advice and drafting proposal requests (Abaeian, 2020). Secondly, it can be done by synchronizing the activities of several professionals, such as the contractor and the architect. Thirdly, creating a project management plan that details the project’s goals, deliverables, roles, duties, points of contact, communication networks, a records management approach, cost management, task management, and quality planning and management (Abaeian, 2020). Lastly, creating project scopes and objectives, engaging all relevant stakeholders, and ensuring the feasibility of the project from a technical standpoint.
The Republic of Cyprus must attend a meeting with the ABC to address the processes, progress, and coordination of the work. ABC is responsible for guiding the Republic of Cyprus on the intended use of the site, any upgrades, and the selection of materials, building systems, and equipment (Abaeian, 2020). ABC is required to provide recommendations to the Republic of Cyprus that align with the project’s requirements regarding constructability (Abaeian, 2020).
Other information should be on the availability of materials and labor, time requirements for procurement, installation, and construction, and factors related to construction cost. These recommendations must be made in a manner that is consistent with the project’s requirements (Hui et al., 2020). ABC must take advice about a streamlined or fast-tracked scheduling approach and procurement or phased construction. ABC must consider problems relating to cost savings, information on costs, constructability, arrangements for interim facilities, and concerns about the timing of construction and procurement.
Resource and Budgeting
ABC has generated an estimate of probable cost by using the design process and other design parameters as their work’s basis. If either the Republic of Cyprus or the ABC advises using other materials and systems, then the ABC must submit cost analyses of those materials and systems. ABC shall prepare forecasts of the cost of the work in greater detail and refinement and allow for further advancement of the concept until the owner and ABC concur on a guaranteed maximum price for the work.
These estimates shall be prepared as the architect progresses with the order to prepare the design documents. Before the conclusion of each phase of the project, these estimates are to be delivered for the architect’s consideration and the owner’s approval. When ABC management determines that the cost estimates will exceed the project’s most recent budget, they are responsible for informing the Republic of Cyprus and suggesting how to fix the problem.
ABC is obligated to prepare a comprehensive line item guaranteed maximum price proposal for the Republic of Cyprus to review and accept. The ABC’s estimate of the work’s cost and the ABC fee for the construction phase should be included in the proposer’s answer to this RFP. The total amount should then be included in the guaranteed maximum price section of the proposal. ABC must include a written statement of its basis with the proposal for the guaranteed maximum price. This statement must include listing the specifications and drawings, among others.
ABC intends to assist the Republic of Cyprus in developing its country, as the executive summary mentions. The purpose of ABC is to provide the Republic of Cyprus with guidance and advice on appropriate external resources. Additionally, it will supervise the development of amenities that are timelessly designed, energy efficient, and able to assist the country in recovering from catastrophic events, particularly COVID-19.
Moreover, ABC’s mission is to provide oversight of the construction of amenities capable of helping the country recoup from catastrophic events. Since COVID-19 caused economic activity delays, this project is crucial to ABC’s efforts to reestablish its position as a worldwide leader in project management services. To do this, the team has devised a plan outlining a suggested set of deliverables, an order of operations, and a division of labor. Additionally, an arrangement for estimated completion dates guarantees that the cooperation between ABC and the Republic of Cyprus is successful.
During these activities, the team will see increased levels of efficiency across your business and steadily increased levels of customer satisfaction over our three-year projects. It is vital to note, however, that the management, planning, and execution of any compliance and regulatory audits will not fall within the purview of this inquiry. ABC will support these audits by considering them a common element of the company’s operations. On the other hand, any extra personnel that could be required to carry out essential duties or to coordinate their completion is seen as being excluded. Secondly, any procedures modified from the baseline and not recorded will not be supported until the ABC team evaluates them and decides to support them. Thirdly, any newly developed apps, components, or sub-modules not already covered by the scope.
Risk Management Plan
In order to properly plan for the management of the risks, the team will focus on understanding key factors such as timeline, methodology, and approach. ABC has devised a comprehensive approach for developing telecommunications based on every software development model that is now accessible. The software development technique is a tried and tested method that ensures a quicker implementation of the site, leads to the deployment of the systems on schedule, and produces high-quality deliverables.
The methodology uses a complementary set of tools, methodologies, content, and programs, all intended to assist in developing the portal solution in complex environments. This is done with ABC’s strengths in managing large and complex projects spanning multiple technology areas. The following sections provide an overview of each stage and a summary of the activities during each phase.
Preparation is the key to a successful project launch in any field. Thus, ABC and the Republic of Cyprus will work together to develop a thorough plan outlining the main aspects of the program. For example, the scope of the project, the method of execution, the design of the system, and the process for implementing and managing any necessary changes (Abaeian, 2020). ABC and the Republic of Cyprus will assemble the project team.
At this stage, a solid foundation will be established, and the implementation process will be guided by a well-thought-out program Charter and a well-crafted Solution Strategy (Amorelli & García‐Sánchez, 2021). The business procedures that will be used throughout the solution will be finalized and documented by the project team at this stage. During this stage, the team will ensure a standard template is created and used for all the standardized business procedures the Republic of Cyprus plans to introduce and perfect using our solution (Abaeian, 2020). Standardization, reporting, master data, parameters, interfaces, and conversions will all be specified in the system architecture created by the project team.
With the system design complete, it will be time to start working on the website’s specifications. Goals include full integration into the system, testing, and going live with the system. Tests simulating real situations will also be run to assess the correctness and usefulness of the conversion and interface software (Chu et al., 2022). A core team from the Republic of Cyprus and the specified end users would conduct the user acceptability tests.
To ensure that data from the present system in the Republic of Cyprus is effectively transferred into the telecommunication network, the project team will design a production start-up strategy, including a step-by-step data conversion plan. While under the watchful eye of ABC, the core team members from the Republic of Cyprus will provide in-depth training to the end-users in the Republic of Cyprus throughout the last phase of preparation.
ABC will finalize the Republic of Cyprus’s communications at this phase before going live. The company’s records will be transferred online. Additionally, volume and stress tests will be conducted during final preparation, which is crucial to achieving peak performance (Amorelli & García‐Sánchez, 2021). This phase is all about transitioning from a test/pre-production to a production setting.
ABC intends to aid the Republic of Cyprus in setting up a support organization for end customers that will be there during the first crucial days of production (Chu et al., 2022). Website visitors have a lot of inquiries at this stage. All customers should be able to connect quickly with a reliable customer service team. In addition to tracking transactions, this stage is used to fine-tune the system.
ABC suggests that it takes about seventy-two months to implement the international airport, bridges, and communication systems. The company may begin the work after the project has been awarded to ABC and the advance payment has been released (Kaufmann & Kock, 2022). The initial step will be to have a ramp-up period for project kick-off that is ten working days, as detailed below in the commercial part. The telecommunications installation in the Republic of Cyprus may be more effectively planned, estimated, and managed if ABC can give a framework for doing so. This will allow the project to be finished more uniformly.
The ABC methodology is a process-based technique that may be adapted to the particular requirements of a project as and when those needs become apparent (Kaufmann & Kock, 2022). ABC and a team of technical and functional consultants would work together on this engagement as part of the ABC team. These consultants would communicate with the core team representing the Republic of Cyprus and the advisory board.
As mentioned above, the members of the ABC team who will be working on the applications will include a project manager, functional, technical, and DBA. During the program’s lifespan, participants from the Republic of Cyprus, including a project manager, functional team, and technical team, will engage in conversation with members of the ABC team (Latapí Agudelo et al., 2019). Throughout the project, there will be a variety of stakeholders from the Republic of Cyprus and ABC (Tereso et al., 2019). ABC offers a project structure that includes various members to optimize the effectiveness of the interchange of project information amongst various stakeholders and to coordinate, monitor, and manage the execution of the project. The individuals include the steering committee, the Republic of Cyprus, and the ABC team.
The Government Sponsor, Government Program Manager, an ABC Program Sponsor, and a representative will make up the steering committee. This team will give all interaction results with instructions and approve those directions (Müller et al., 2019). Additionally, it will conduct regular assessments of the progress made on the project. One may expect to see the applications project manager, functional consultants, and technical consultants on the ABC team (Rajbhoj et al., 2019).
In addition, many ABC support groups will maintain continual communication with the project team to guarantee the best possible quality standard within the allotted time (Pournader et al., 2020). The government team will comprise the project manager, key process owners, business users, and data center users. It is assumed that the key process owner would comprehensively understand the organization’s business processes. ABC will get assistance from this team to better understand the procedures and systems.
Conclusion
The paper examines ABC’s planned response to the Republic of Cyprus government’s proposal request. Suppose the conditions of this proposal are violated in any way. In that case, either ABC or the Republic of Cyprus has the right to terminate the agreement reached by giving the other party a notice of one month’s duration. For the termination notice to take effect, non-compliance must be maintained up to the date of the termination notice.
In case ABC is the one that has to hand in the termination notice, Cyprus is obligated to pay ABC any amount payable as of the termination date that was mentioned in the notice. This obligation includes payments for the proportion of the work that was completed during the continuing phase up to the termination date. Suppose the Republic of Cyprus issues the notice of termination. In that scenario, the Republic of Cyprus will be responsible for paying ABC the total amount owed as of the termination date outlined in the notification. This is in addition to the payment that was anticipated to be owed upon the successful conclusion of the stage that encompassed the termination date.
It is worth recommending that in the future, the management should focus on hiring the most qualified or best talent available in the market, which can ensure that project management and planning are executed effectively.This is essential as it brings leadership as well as direction to different projects, some of which could be major. Without proper staff and strategies, it would be difficult to achieve control or purpose. Having someone experienced in the field motivates other team members to work toward the set objectives.
In addition, the organization needs to continue embracing the habit of creating for their gains and for the benefit of the communities around them. For instance, if a firm is situated in a certain area with an issue of flooding, it is advised to build a bridge that will help the people in the area. This improves the image, which, in the long term, establishes loyalty.
