In my opinion, the fight against vagrancy requires special efforts, and those proposed by Hayden may not justify themselves. Many vagrants are immigrants, former drug addicts, and people suffering from serious illnesses such as HIV or others (Worrall, 2018). The police should work in tandem with pawnshops and homeless shelters, as in this case. Patrolling is essential and will help reduce the number of beggars and even protect the townspeople from petty theft (for example, if their phone or money is taken from their pocket).
