Health care sector is aimed at providing vital services to the society during emergency situations through creation clinics, hospitals and various important health care facilities. The role of extra ambulance services in such situations is considered to be of major importance. In cases of road accidents or other serious catastrophes leading to health threats people are to call for help immediately.
The analysis of accident levels according to the seriousness of threats caused to human health allowed evaluating the role of ambulance and paramedic. It is necessary to underline the fact that in most cases people who are directly or indirectly involved in dangerous accidents hesitate as to the necessity of calling to paramedic or ambulance services. The function of modern ambulance service is considered to have a significant role in health care sector; it merely depends on the communication systems operability and security during emergency cases. The speed and quality of work depend upon team cooperation and diagnostic equipment used by extra ambulance service. In the function of life support such supplies as airway lubricants, oral and nasal airways are considered to be the first priority. It is important to stress that ambulance service work in various communities is based on the quality of medical supplies and work of qualified specialists being the members of emergency team. The following factors influence the functioning level of extra ambulance:

Health services function in urban and rural communities at different levels; the role of health care sector is closely connected with volunteerism rate in the society. It is important to stress that demographic changes are identified as one of the most influential factors impacting the emergency service viability in small rural communities; it can be explained by the fact that socio-demographic characteristics are an integral part of volunteerism level. According to the statistical data, small rate of young population in rural areas undermines the capacity of existing emergency services striving to recruit qualified volunteers for the purpose of viable local service maintenance (Mahoney, and Hallebone, 1999).
CFA volunteers as well as general ones are needed to the community through their active participation in providing help and support during fire and emergencies such as wildfires and transport related fires, floods and other accidents. The duties of volunteers are concentrated around trench and road accident rescue, hazardous materials response, aviation and marine response, industrial and confined space rescue, biological and chemical response. It should be noted that CFA centers are responsible for resource allocation coordination in order to control multiple and large incidents (CFA Center, 2009).
The role of extra police is of great significance as well; this sector is responsible for complete control of traffic regulations and reduction of crime level for the purpose of life quality improvement. It should be stressed that extra police service is closely connected with health and emergency sectors through their common function of appropriate social condition support. Extra police is important as it performs control of the following social aspects:
- Crimes and narcotics rate;
- Communication system between the society and police for emergency cases;
- Traffic control.
The analysis of emergency services gave an opportunity evaluating their role in the community in accordance with seriousness and character of accidents. The development of health and emergency sectors in rural and urban community are to take the primary place for high level of social support (Emergency Management Australia, 2008).
