Newspaper collection and general recycling have one main goal necessary for maintaining the environment – recycling. Citizens have an environmental responsibility and make a common contribution to the fight against pollution. Despite the same mission, newspaper collection (NC) and general recycling (GR) services have different performance objectives. Quality is important for both programs; it confirms that people use recycling services for the benefit of society. This allows service members to be confident in the conscientious processing of raw materials and not lose faith in recycling. However, the quality of NC is aimed exclusively at recycling old newspapers, which makes the task easier. GR has a higher responsibility for quality due to the specifics of the general disposal and specifies the quantity and class of the material before collection.
Another goal is speed, which is not so important for NC since they have certain days when the courier picks up newspapers. The rest of the time, the villagers hoard them to take out at the right time. However, for GR, speed represents an important niche due to the greater commercial component of the organization and the assurance of users that raw materials will be taken within a day. Dependability plays an important role in NC service, as people can simply throw newspapers away and they will pollute the streets. This is not such important for GR, since the collection speed is many times higher and takes a maximum of 24 hours.
Flexibility does not appear to be important for the NC since the service has set times where newspapers are collected once a week. Perhaps there are small changes, but they are not critical. However, GR needs to adapt to the client, as the commercial service picks up at a convenient time for the person and deals with a large amount of heterogeneous raw materials. The fifth goal can be called the cost of two services. For newspaper collection, cost reduction is cost-effective by reducing waste. On the other hand, GR is not under much price pressure as people are paying for a better service with more overtime.
