There is no need to stress that the Syrian crisis is currently among the most topical and poignant issues in the environment of international relations. Because of the threat of being killed in military actions, thousands of people flee from Syria to Europe in hopes of finding a new home and saving their lives. However, the increase in the number of migrants triggers a range of concerns for the states that they choose as the target location. At present, most states support the idea of offering immigrants temporary shelters as the vision of international politics. In other words, the principles of multiculturalism are deployed actively in the realm of international relations. Herein lie the reasons for the crisis relate to Syrian immigrants.

International Agreement

The International agreement, which restricts the opportunities for Syrian refugees to receive assistance from the European countries, including shelter from the threats of military operations, is currently viewed as the tool for resolving the matter. It would be wrong to assume that the target population is deprived of an opportunity to seek help; instead, it is to be transported to Turkey. One must admit, though, that the implementation of the regulation is fraught with negative consequences. The first and most obvious, the increase in the number of illegal migrants is expected. Furthermore, the approach can be considered ethically flawed (Nellas & Soguel, 2016).

Human Rights Instruments

When considering the issue, one must make sure that both sides should be represented properly. The rights of migrants will have to be secured as well as the ones of the residents of the EU states. Consequently, several tools will have to be utilized to make sure that all parties should remain satisfied and that the safety of the people affected by the change should not be jeopardized. To secure the rights of immigrants, one may consider the instrument known as the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families (United Nations Organization, 1990), since it will create premises for considering the economic, the social, and the financial needs of the Syrian refugees (August, Mayer, & Bixby, 2012).

Criminal Liability

The issue of criminal liability becomes especially tricky in the environment of a military conflict. Although the very concept of murder is inadmissible in the contemporary global society, drastic measures need to be taken to protect the state and its citizens. Therefore, the President of Hungary may avoid being punished for the decisions that he has made as far as the attacks on the terrorists are concerned.

The militant anarchist nicknamed as “Hector” is likely to receive the appropriate punishment based on the current international principles of justice. The ethical premises for the identified choices are rather clear; while “Hector” is willingly destroying the lives of millions of people, the Hungarian president attempts at managing the conflict and reducing the number of its victims to a minimum (August et al., 2012).

Justifiable Use of Force

The idea of justifiable use of force is rather controversial. In case the goals of the militant strategy will concern freeing the Syrian people that suffer from the actions of the terrorists, the use of force can be considered legitimate, even though its consequences may be drastic. In any other scenario, using force can be viewed as ethically questionable.
