Introduction

Acute environmental problems of our time require a certain solution from humanity, where the development of ecological culture for each person becomes a significant direction, which is an intrinsic value for the preservation of the environment. The formation of ecological culture among military personnel is a very complex and time-consuming process. Military facilities located on the territory of the Army units are direct sources of pollution of nature. Improper use of such facilities leads to the development of environmental problems. Environmental pollution can occur during exercises or combat operations. After such events, significant damage is caused, which affects not only the vital activity of Army personnel, but also the whole of humanity as a whole. Therefore, special attention should be paid to the formation of careful interaction of Army personnel with natural objects in the course of solving combat tasks and organizing a healthy lifestyle.

Analysis

Establishing a Sense of Urgency

Environmental protection, as an ethically urgent issue, must be fully realized in advance in order to stimulate the need for training processes at all levels of the Army. Scholars note that the proper participation of the Army leadership with lectures at congresses, press reports, participation in competitions in the field of environmentally oriented management or membership in associations of environmentally oriented companies is an important element of an environmentally oriented corporate culture (Mansoor & Murray, 2019). Environmental protection as a determining factor of the Army’s goal and its consolidation in the company’s management guidelines increases confidence in the concept of environmentally oriented enterprise management. Then the signal is clear: environmental protection is understood as an expression of responsibility to society and as an expression of the company’s integration with this society.

Therefore, the guidelines for the environmentally oriented management of the Army should include several points. Among them is the recognition of the principle of environmental and political responsibility of the Army, as well as the economical use of raw materials. In addition, in the process of establishing a sense of urgency, an important stage is the recommendation of a constant search for environmentally friendly products and production processes and the recommendation to strive to develop a comprehensive concept of environmental protection. A balanced assessment of the Army’s past from the point of view of ecology and economy is also important.

Creating the Guiding Coalition

Guiding coalition should become a role model, showing an example of such environmental behavior, which is supposed to be consolidated and developed by Army subordinates. The environmental management carried out by this guiding coalition should be an activity mainly aimed at compliance with the mandatory requirements of environmental legislation, as well as the development and implementation of relevant goals, projects and programs in the Army. The guiding coalition should carry out environmental management, which consists in the proactive and effective activities of the Army aimed at achieving their own environmental goals, projects and programs developed on the basis of the principles of eco-efficiency and eco-justice (Barron, 2022). The environmental management system is a part of the overall management system, including organizational structure, activity planning, responsibility allocation, practical work, as well as procedures, processes and resources for the development, implementation, evaluation of the results achieved in the implementation and improvement of environmental policy, goals and objectives (United Nations Climate Change, 2014). For each of the stages of the implementation and functioning of the environmental management system, it is necessary to assign a manager, who together will constitute the guiding coalition.

Such an approach will contribute to the consistent improvement of the environmental situation. The guiding coalition will regulate the process of developing an environmental management system aimed at achieving the best performance in all environmental aspects of the Army’s activities, where it is practically achievable in accordance with its environmental policy. The environmental management system under the guidance of the guiding coalition gives the organization the opportunity to structure, link together processes aimed at achieving consistent improvement, depending on the economic circumstances of the Army. The integration of environmentally significant activities into the overall guiding coalition system can lead to the effective implementation of an environmental management system, as well as affect the efficiency of the Army as a whole and clarify the distribution of responsibilities, positions in management.

Developing a Vision & Strategy

For successful interaction with environmental factors, Army needs a new approach to strategy formation by including environmental components in it. In general, it should be noted that the environmental strategy is aimed at several fields of environmental actions – production, employees and communication. At the center of the production analysis is the reduction of the load on the environment by reducing production emissions and saving the resources used by the Army. In the product area, attention is focused on reducing the negative impact on the environment directly by the product throughout its life cycle (Kotter, 2007). The behavior and motivation of employees as carriers of environmental actions are the subject of the following field of action. The company can also use various communication strategies through which communication and feedback on problems and actions in the field of environmental protection are carried out both inside and outside the Army.

Thus, the field of action of the Army environmental strategy lies between the boundaries of the minimum requirements for each of its components and the maximum possible distance from them. Simultaneous achievement of maximum values for all three components of the environmental strategy is hardly possible due to limited resources. The overall success of the Army environmental strategy depends on how much further it was possible to get away from the minimum requirements using the available resources. Army’s environmental strategy forms the potential for long-term integration of environmental aspects and aspects of a competitive strategy.

Recommendations & Conclusion

Based on the presented analysis, the formation of the ecological culture of military personnel in the Army includes several stages. First of all, this is environmental education, which includes a complex of environmental knowledge about the relationship between military and professional activities and the surrounding nature. It is also obligatory to organize environmental activities in the Army that contribute to the acquisition and dissemination of environmental knowledge, increase the motivation of the population, including military personnel, to solve environmental problems.

In the Army, it is necessary to form an Ecological consciousness aimed at determining human activity in nature, at solving environmental problems in the process of military professional activity. It is necessary to promote environmental values that make it possible to define nature as a value in itself, which should be preserved and developed throughout the life of an Army serviceman, as well as passed on to family members and colleagues. Thus, ecological culture for military personnel in the Army should be not only an inherited experience in the process of human life, but also an active engine for improving the state of the environment, for the well-being health and development of people, in particular the military themselves.
