The distinctiveness associated with each job is that the requirements section’s essential qualifications demand the applicant have unique characteristics that match the positions. The respective professional associations for the three veteran affairs librarian positions are the Veterans Curations Program. The three elementary school librarian positions are associated with the American Association of School Librarians. Taking the Upper School Head Librarian position, the candidate must be a holder of either the MLS or MLIS program ALA accredits. The site further requires that for an applicant to qualify for the position, s/he must have experience in library management discovery and systems services. The two essential qualification requirements are among seven conditions that a candidate must meet, while a list of what should be done has also been provided. An example of what the job requires from the applicant is that s/he should be able to possess an excellent ability to communicate, solve problems, analyze, and understand consumer service.
Looking at the East Baton Rouge Parish School System, the minimum requirement for the applicant is that s/he must align with the identified Americans with Disabilities Act. Further, the applicant must have a two-year minimum experience in teaching and a valid teacher certificate from Louisiana. About library requirements, the applicant must have a masters’ degree in library and information science, inclusive of a school library certificate and a library science certification with a 9-hour minimum technology course. For the Youth Service Librarian position, the requirements entail the applicant must have an ALA-accredited MLIS, two years of professional experience in managing and developing services and programs for young adults and children. At least one year of experience in collection development and must know young adults and children’s written literature, among seven others.
The basic requirements for the veteran affairs librarian in all the three positions available at the usajobs.gov sites for Tucson, Miami, and Vegas were that all librarians had to meet professional education requirements. The specific details in each location are similar regardless of region. In the case of Vegas, the primary educational requirement for the applicant is that s/he must possess a completed one full year academic graduate year study in library science in an accredited university or college. Further, the applicant must have a bachelor’s degree and a combination of three full years of higher-level graduate education in a doctoral degree or library science. Alternatively, the candidate must possess a specialized experience equivalent to lower grade GS-09 or higher in the standard progression line for organization occupation.
However, what distinguishes the three sites in the introductory section, is specialized experience. Tucson requires that applicants have an entire 4-year study course in an accredited university or college, including at least 24 hours in the considered technical field. Further, the candidate must have completed at least 24 legal study hours in any accredited law institution for the primarily concerned positions, including library services in legislative reference or law. Fundamental theories, principles, practices, appropriate discipline expressions, and terminology or subject-latter field are also requirements at Tucson or a combination of the mentioned. In Miami, the requirements for specialized experience differ in that the applicant must have but are not limited to the following. The applicant must have skill or knowledge in all library science aspects, network, leadership abilities to plan, initiate, coordinate, establish, develop, direct, and revise various library programs and public relations. Further, the candidate must perform computerized literature searches, distribute and prepare training program materials, and locate and search through information in journals and books.
The Miami applicant must demonstrate writing and public speaking abilities, develop a comprehensive library budget plan, monitor fund control activity, and generate and develop quality and extensive library collections. While Miami requires the mentioned in the specialized experience category, Vegas asks its applicants, on the same, to provide reference services, information consulting to medical center clients, trainees, and professional staff, and literature services. Further, to qualify in Vegas, the applicant must also demonstrate performance ability in work covered functional areas by the series. Therefore, understanding the theories, information co-relationship, new developments, and concepts is a must in Vegas.
Another similarity with the library positions in Vegas, Tucson, and Miami is that to qualify for the work, in addition to the mentioned requirements, the applicants must be citizens of the United States. All three positions call for male applicants that must have been born after Dec 31, 1959, and may be required to serve probationary periods. Once selected, the three sites show the applicants will be needed to fill an online onboarding process, and they will be subjected to security or background investigation. Another familiar employment condition in Miami, Tucson, and Vegas is that participants must participate in the COVID-19 vaccination program, while seasonal influenza vaccination is required.
All six sites, three for elementary librarian position and three for veterans affairs librarian, give a brief description of the mandate of the successful applicant. However, the minor distinctions come in how the assignments are illustrated. At Upper Head School Librarian, the duty of the ideal candidate is to help faculty and students to achieve the institution’s academic mission. At East Baton Rouge Parish School System, the successful applicant’s duties, as learning community leader, are collaborating staff and community towards preparing learners with technological and information literacy skills for lifelong independent learning. At Youth Service, the librarian’s duty is to oversee the operations and functions of young adults and children departments by providing reader’s advisory and reference, maintenance and development of collections, and assists with community programs.
At Tucson, the candidate’s duty is to execute procedures and plans for library material acquisition, formulates, and serves as a librarian. The other duties for this successful applicant also requires maintenance of acquisition files for every library material on order. At Miami, the librarian’s duty is to become the administrative official with the responsibilities of the program for the medical library at Miami VA’s health care system. The librarian serves to research information, provide information resources, and train materials to every level. Lastly, at Vegas, the librarian’s duty is to work with the medical center staff, patients, and VISN staff regarding administrative, clinical educational, and research activity areas to ensure adequate information dissemination.
The competencies for the elementary school librarian are different in all the three sites. From Vegas, the applicants are to be rated based on the following competencies: self-management, technical competence, education and training, computer skills, and administration and management. From Tucson, the candidate is to rated based on information and management, multimedia technologies, organizational awareness, and technical competence. From Miami, the applicants are rated based on communications, critical thinking, customer service, education and training, financial management, veteran and customer focus, and writing.
From veteran affairs, the competencies used for rating the candidates are supervisory experience, audio and video experience, STEAM programming experience, maker’s space experience, and coordination for youth service librarian. For East Baton Rouge Parish School System, the competencies comprise of mental involvement, human relations involvement, equipment use, work environment, and communication skills. At Upper School, the candidate must enjoy working with young people, have collaboration efficiency, growth mindset, be flexible and creative with a sense of humor, and have excellent skills in problem solving and communication.
