This paper focuses deeply on the principles which are applied by SAMHSA in the provision of mental health services and how these principles comply with the recommendations of IOM.

In conclusion, SAMHSAS planning strategy lacks a well-planned program to ensure enough and readily available staff who will continue to offer services to the community. The agency does not have a well-defined succession plan to confirm its continuity. At some point in its service, this may affect the quality of its services to the victims.
