The Proposed Change
Administrative changes “are necessary towards transforming the functions undertaken by different agencies” (Peak, 2010, p. 47). Such changes are critical towards improving or changing the operations of different government agencies. The criminal justice agency can benefit a lot from such administrative changes. The change I would propose in a criminal justice agency is the creation of an Antiterrorism Response Unit (ARU). The ARU should help these agencies combat terrorism.
The Prior Situation
According to Allen and Sawhney (2009), terrorism has become a major challenge in many countries across the globe. Terrorists are ready to attack civilians and spread fear. Many terrorist attacks have taken place in the recent past. The FBI and CIA have not succeeded in the war against terror. The proposed change will create a new function within the criminal justice agency. The ARU should also attract new players from every Police Department. These Police Departments “should identify and fulfill the required legal instruments supporting the change” (Allen & Sawhney, 2009, p. 43).
Reasons for the Change
The administrative change will play a critical role towards combating terrorism in the country. The new administrative change will ensure this country deals with terrorism (Allen & Sawhney, 2009). The change will also improve the level of interaction between the criminal justice agency and every Police Department. Skilled managers should handle sensitive information and data.
Positive Results from the Change
This administrative change will play a critical role towards dealing with terrorism. According to Peak (2010, p. 65), “the change will have positive impacts on State Law Enforcement (SLE)”. These law enforcement departments will have new objectives. The ARU will initiate new procedures and practices in order to fight terrorism successfully. The change will improve the level of collaboration, communication, interaction, and cooperation with other government agencies (Peak, 2010).
The government can use this change to monitor every issue affecting the country. Some challenges are unavoidable during the change process. The first one is “the management of information assets” (Peak, 2010, p. 94). Some “other challenges include new legal considerations and unplanned release of vital data” (Allen & Sawhney, 2009, p. 64). Some employees might also be against the above change. The relevant authorities should manage this change in an effective manner.
Resources the Change Will Require or Make Available
Human Resources
This administrative change will require new managers and investigators from the criminal justice agency and every state police department. The new agency cannot operate with the best HR department. The HR managers will ensure every person is happy with his or her duties.
Financial Resources and Training Dollars
The government should also provide adequate financial support to make the change successful. The government should allocate enough financial resources to purchase the required equipment (Allen & Sawhney, 2009). Such resources are critical towards the success of this change. Training will also become a critical factor towards the success and effective of the ARU. The government should employ new trainers in order to support this administrative change.
Management Support
Administrative changes usually affect the management of data and information. The management support should “ensure the information changes hands in a proper manner” (Allen & Sawhney, 2009, p. 64). The managers should also control such documents in order to make the change successful. The new agency will use every data and information to fight crime in this country. The above administrative change will also ensure the country deals with terrorism.
